Climate Change Policy
为深刻贯彻落实习近平总书记关于绿色低碳发展的沉要批示批示心灵 ，缜密萦绕党中央、国务院决策部署 ，以全球视野推动绿色低碳转型 ，公司锚定“一创五强”战术指标 ，系统推动“一六六”战术蹊径 ，鉴别气象变动带来的风险与机缘 ，通过技术创新、模式升级与治理优化 ，推动绿色发展理想深度融入企业治理、项目运营与全产业链协同 ，特造订本政策。
To thoroughly implement the guiding principles set out in General Secretary Xi Jinping’s important instructions on green and low-carbon development, closely align with the decisions and arrangements of the CPC Central Committee and the State Council, and advance the green and low-carbon transition from a global perspective, the Company has formulated this Policy. This Policy aims to pursue the strategic goal of “one creation and five aspects of strength,” systematically advance the strategic path of “1+6+6,” identify the risks and opportunities arising from climate change, and promote the deep integration of green development principles into corporate governance, project operations, and collaboration across the entire industrial chain through technological innovation, business model upgrades, and management optimization.
本政策合用于中国构筑股份有限公司总部各职能部门、各全资及控股子公司、区域公司、分支机构 ，覆盖公司投资、勘测、设计、施工、运营等全业务链条应对气象变动治理工作 ，激励供给商、承包商、合作同伴遵守本政策。
This Policy applies to all functional departments at the headquarters of China State Construction Engineering Corporation Ltd. (hereinafter referred to as “CSCEC” or “the Company”), all wholly owned and majority-owned subsidiaries, regional companies, and branches. It covers climate change management across the Company’s entire business chain, including investment, survey, design, construction, and operations. Suppliers, contractors, and business partners are encouraged to comply with this Policy.
1.气象变动Climate Change
指全球或区域气象系统持久状态产生系统性扭转 ，重要阐发为全球温升、极端高温、暴雨洪涝、台风、干旱、海平面上升等常态化极端气象景象。
Climate change refers to systematic changes in the long-term state of the global or regional climate system, primarily manifested in rising global temperatures, extreme heat, rainstorms and flooding, typhoons, droughts, sea-level rise, and other extreme weather and climate events that are becoming increasingly commonplace.
2.减缓气象变动 Climate Change Mitigation
指通过自动执行节能降碳、温室气体减排、碳汇提升、低碳产业升级等行动 ，从源头节造、削减企业全口径温室气体排放 ，遏造气象变暖趋向 ，是公司绿色低碳转型的主题治本行动。
Climate change mitigation refers to proactively implementing measures such as energy conservation and carbon reduction, greenhouse gas emissions reduction, enhancement of carbon sinks, and the upgrading of industries toward low-carbon development. These measures control and reduce the Company’s total greenhouse gas emissions at source to help curb global warming. Climate change mitigation is a fundamental measure at the core of the Company’s green and low-carbon transition.
3.适应气象变动Climate Change Adaptation
指自动适配已经产生和可预感的气象变温暖极端气象常态化趋向 ，通过风险鉴别、工程韧性提升、应急系统建设、供给链抗风险优化、经营战术适配等伎俩 ，降低气象灾害及政策转型带来的安全、资产、工期、财政、经营损失 ，全面提升企业气象抗风险能力与可持续经营韧性。
Climate change adaptation refers to proactively adapting to observed and anticipated trends in global warming and the increasing prevalence of extreme weather events. Through measures such as risk identification, enhanced engineering resilience, emergency response system development, supply chain risk resilience improvements, and alignment of business strategies, the Company seeks to reduce losses in safety, assets, project schedules, finances, and business operations arising from climate-related disasters and policy-driven transition. The ultimate objective is to comprehensively strengthen the Company’s capacity to withstand climate-related risks and its resilience in sustaining operations.
4.气象物理风险Climate-Related Physical Risks
极端气象、气象灾害引发的工程损毁、设备败坏、工期延误、人员安全、资产减值等实体风险。
Climate-related physical risks refer to tangible risks arising from extreme weather and climate-related disasters, including damage to engineering works and equipment, project delays, threats to personnel safety, and asset impairment.
5.气象转型风险Climate-Related Transition Risks
国度碳政策收紧、碳成本上升、行业低碳尺度升级、市场绿色准入、客户低碳诉求、碳履约合规处罚等政策与市场转型风险。
Climate-related transition risks refer to risks arising from policy and market changes, including tighter national carbon policies, rising carbon costs, more stringent industry low-carbon standards, green market access requirements, customer demands for low-carbon solutions, and penalties for non-compliance with carbon-related obligations.

Strategy-Led Approach and Coordinated Management Across All Areas. Uphold the leadership of the Party Committee and the decision-making authority of the Board of Directors, fully integrate climate change response into the Company’s development strategy and business management, and ensure coordinated management and control across all business activities and throughout the entire life cycle.
2.双轨并杏注标本兼治。对峙减缓气象变动与适应气象变动并沉 ，一手抓源头减排、推动绿色低碳转型 ，一手抓风险防控、提升气象经营韧性 ，实现降碳增效、避险闻转双向协同。
Parallel Action on Mitigation and Adaptation, Addressing Both Root Causes and Symptoms. Give equal priority to climate change mitigation and adaptation: on the one hand, reduce emissions at source and advance the green and low-carbon transition; on the other, strengthen risk prevention and control and enhance climate resilience in business operations. Pursue synergies between carbon reduction and efficiency gains, and between risk avoidance and operational stability.
3.依法合规、底线可控。严格遵守国内表气象、节能环保律例及上市披露、国资监管要求 ，严守合规、安全、数据质量底线 ，有效防备经营与名誉风险。
Legal Compliance and Effective Control of Risks Within Non-Negotiable Limits. Strictly comply with domestic and international laws and regulations on climate change, energy conservation, and environmental protection, as well as requirements for disclosures by listed companies and supervision of state-owned assets. Uphold non-negotiable standards for compliance, safety, and data quality, and effectively prevent operational and reputational risks.
4.风险机缘、两全平衡。对标国内表最佳实际 ，两全管控气象物理风险与转型风险 ，深度挖掘低碳转型贸易机缘 ，实现降碳、避险、增效协同统一。
Balanced Management of Risks and Opportunities. Benchmark against domestic and international best practices, coordinate the management and control of climate-related physical and transition risks, and explore business opportunities arising from the low-carbon transition in depth, thereby achieving synergies among carbon reduction, risk avoidance, and efficiency gains.
5.分级掌管、关环管控。压实总部、子企业、项目三级责任 ，成立“规划—执行—监督—整改”全关环治理机造 ，确保各项管控要求落地见效。
Tiered Accountability and Closed-Loop Management and Control. Ensure clear accountability at the three levels of headquarters, subsidiaries, and projects, and establish a closed-loop management mechanism covering planning, implementation, oversight, and corrective action to ensure that all management and control requirements are effectively implemented and deliver the intended results.
聚焦源头控碳、全域降碳 ，通过量化管控、运营减排、技术迭代、产业链协同 ，系统性压降公司碳排放 ，筑牢低碳转型治本根基。
Focus on controlling carbon emissions at source and reducing emissions across all areas of the Company. Through quantitative management and control, emissions reduction in operations, technological upgrading, and industrial chain collaboration, systematically reduce the Company’s carbon emissions and lay a solid foundation for a fundamental transition to low-carbon development.
萦绕《中国构筑碳达峰行动规划》的九大沉点工作 ，执行节能降碳示范工程建设 ，打造绿色供给链 ，形成一批拥有行业影响力的科技成就、造就一批专业素养过硬的优良人才、假造一批关键尺度 ，推动绿色金融合作 ，提倡行业发展联盟 ，提升绿色国际品牌形象 ，扎实推动双碳行动落地见效。
Focusing on the nine key tasks outlined in CSCEC’s Action Plan for Carbon Peaking, implement demonstration projects for energy conservation and carbon reduction; build a green supply chain; deliver a range of technological achievements with significant industry impact; develop a pool of highly qualified professionals; formulate a series of key standards; promote green finance cooperation; foster industry alliances; enhance the Company’s international green brand image; and ensure the effective implementation of carbon peaking and carbon neutrality initiatives.
1.碳核算与指标管控Carbon Accounting and Target Management and Control
常态化发展全公司碳盘查工作 ，落实能源审计工作 ，助力能源绩效提升。全面覆盖领域1直接排放、领域2表购电力热力间接排放、领域3高低游价值链间接排放 ，摸清碳排放底数、鉴别高耗能高排放环节与减排沉点 ，成立公司动态碳排放基线数据库。约请权威第三方机构对碳排放数据进行审核 ，确保数据的正确性和靠得住性。
Conduct regular company-wide carbon inventories and carry out energy audits to improve energy performance. Cover all Scope 1 direct emissions, Scope 2 indirect emissions from purchased electricity and heat, and Scope 3 indirect emissions across the upstream and downstream value chain. Establish a clear picture of the Company’s carbon emissions, identify energy- and emissions-intensive activities and key areas for emissions reduction, and develop a dynamic corporate carbon emissions baseline database. Engage reputable third-party organizations to verify carbon emissions data and ensure its accuracy and reliability.
科学造订碳减排指标 ，到2027 年 ，万元交易收入碳排放强度年均降落4.22% ，相比2024 年累计降落12.14% ，到2030年 ，实现碳达峰指标 ，2060年实现碳中和指标 ，实现净零碳排放。优化中持久减排蹊径 ，分化年度阶段性减排工作 ，将减排功效与业务查核、投资准入、供给商评价深度挂钩。
Set carbon emissions reduction targets on a scientific basis. By 2027, reduce carbon emissions intensity per RMB 10,000 of operating revenue by an average of 4.22% annually, achieving a cumulative decrease of 12.14% from the 2024 level. Achieve carbon peaking by 2030 and carbon neutrality by 2060, and realize net-zero carbon emissions. Optimize medium- and long-term emissions reduction pathways, break down targets into phased annual reduction tasks, and closely link emissions reduction performance to business assessments, investment access decisions, and supplier evaluations.
2.项目全性命周期低碳管控Low-Carbon Management and Control Throughout the Project Life Cycle
在投资立项、勘测设计、施工建造、运营守护全流程植入低碳管控要求 ，严控高碳工艺、高耗能设备、高隐含碳建材利用 ，全面奉行被动式节能、装配式建造、可再生能源代替、固废资源化利用 ，从严发展新建项目碳排放预评价、全性命周期碳足迹测算 ，稳步推动存量项目节能降碳刷新 ，从源头严控增量碳排放、有序压降存量碳排放。
Integrate low-carbon management and control requirements throughout the entire project life cycle, from investment approval and survey and design to construction and operation and maintenance. Strictly control the use of high-carbon processes, energy-intensive equipment, and building materials with high embodied carbon. Fully promote passive energy-saving measures, prefabricated construction, renewable energy substitution, and resource recovery from solid waste. Rigorously conduct pre-assessments of carbon emissions for new projects and calculate life-cycle carbon footprints. Steadily advance energy conservation and carbon reduction retrofits for existing projects, controlling additional emissions at source while systematically reducing emissions from existing operations.
3.施工出产运营全域节能降碳Energy Conservation and Carbon Reduction Across Construction, Production, and Operations
持续推动施工现场设备电气化、办公及出产场站节能刷新、绿电代替、智能能耗管控 ，优化施工工艺与组织模式 ，精简冗余能耗环节 ，全方位压降自有施工、出产、运营、办公全场景碳排放 ，夯实企业自身减排基础。
Continue to promote the electrification of equipment on construction sites, energy-efficiency retrofits of offices, production sites and supporting facilities, substitution with green electricity, and intelligent energy consumption management and control. Optimize construction methods and organizational arrangements, eliminate unnecessary energy consumption, and reduce carbon emissions across all aspects of the Company’s own construction, production, operations, and office activities, thereby strengthening the foundation for emissions reductions within the Company’s own operations.
4.绿色供给链低碳协同管控Coordinated Low-Carbon Management and Control of the Green Supply Chain
成立高低游气象低碳准入与评价系统 ，将碳披露、减排功效、绿色出产能力纳入供给商招标、履约、评级、裁减全流程治理 ，倒逼产业链低碳升级 ，系统性压降领域3价值链间接碳排放。
Establish climate-related and low-carbon access criteria and evaluation systems for upstream and downstream partners. Incorporate carbon disclosure, emissions reduction performance, and green production capabilities into the full supplier management process, including bidding, contract performance, rating, and removal. Drive low-carbon upgrading across the industrial chain and systematically reduce Scope 3 indirect carbon emissions across the value chain.
5.低碳技术创新与示范落地Low-Carbon Technology Innovation and Demonstration
聚焦构筑节能、智能建造、固废资源化、光伏构筑一体化、储能利用、近零能耗构筑等主题领域 ，加大低碳技术研发、转化与落地力度。成立低碳技术推广目录 ，在新建工程、刷新项目、产业园区规 ； ，打造零碳工地、零碳园区、超低能耗构筑等标杆示范项目 ，阐扬行业引领作用。
Increase efforts to develop, commercialize, and deploy low-carbon technologies in key areas, including building energy efficiency, intelligent construction, resource recovery from solid waste, building-integrated photovoltaics (BIPV), energy storage applications, and nearly zero-energy buildings. Establish a catalogue of low-carbon technologies for promotion and scale up their application in new construction projects, retrofit projects, and industrial parks. Develop benchmark demonstration projects, including zero-carbon construction sites, zero-carbon industrial parks, and ultra-low-energy buildings, to demonstrate industry leadership.
聚焦风险防控、韧性提升、机缘转化 ，自动适配气象变暖与极端气象常态化趋向 ，全面防备气象物理风险与转型风险 ，提升企业可持续经营抗冲击能力。
Focus on risk prevention and control, resilience enhancement, and the conversion of opportunities into tangible outcomes. Proactively adapt to trends in global warming and the increasing prevalence of extreme weather events, comprehensively address climate-related physical and transition risks, and strengthen the Company’s ability to withstand disruptions and sustain operations.
1.气象风险尺度化鉴别、评估与应对Standardized Identification, Assessment, and Response to Climate Risks
常态化发展全业务领域气象风险排查 ，精准鉴别慢性物理风险、急性物理风险以及低碳转型风险。定期发展多维度气象情景分析与压力测试 ，遇碳市场扩容、碳关税调整等沉大政策变动时追加发展 ，沉点研判持久气象变暖、极端气象频发、碳政策收紧、碳价颠簸、国际业务碳壁垒等场景对公司经营资产、战术、财政规划、产业链的影响 ，动态优化战术布局。成立构筑行业适配的气象风险量化评估模型 ，从风险产生概率、资产损失、工期影响、财政损益、品牌名誉、合规处罚等多维度评级 ，成立分级管控台账 ，对沉大气象风险专项施策、动态缓释。
Conduct regular climate risk screenings across all business areas to accurately identify chronic physical risks, acute physical risks, and low-carbon transition risks. Perform multi-dimensional climate scenario analyses and stress tests on a regular basis, with additional assessments triggered by major policy changes, such as the expansion of carbon markets and adjustments to carbon tariffs. Focus on assessing the impacts of scenarios involving long-term global warming, increasingly frequent extreme weather events, tighter carbon policies, carbon price fluctuations, and carbon barriers to international trade on the Company’s operational assets, strategy, financial planning, and industrial chain, and dynamically optimize the Company’s strategic positioning. Establish a quantitative climate risk assessment model tailored to the construction industry. Assess and rate risks across multiple dimensions, including likelihood of occurrence, asset losses, project schedule impacts, financial gains and losses, brand reputation, and regulatory penalties. Maintain a risk register with tiered controls and implement targeted measures to address and dynamically mitigate major climate risks.
气象风险评估依照四步流程：首先 ，通过政策分析、尺度分析、同业分析和业务有关方分析初步鉴别气象风险 ，形成初步风险清单 ；其次发展气象风险调研 ，基于初步风险清单设计气象问卷 ，并综合思考调研对象和问卷数量全面性等成分约请各业务板块发展气象风险调研 ；再次凭据调研问卷反馈情况进行气象风险评估 ，从风险产生的可能性和影响水平、财政影响三个维度进行评估 ，并从公司整体和分部门两个角度进行综合分析 ；最后汇总梳理评估了局 ，对各风险进行优先级排序 ，形成气象风险矩阵 ，并为后续气象风险治理工作发展提出有关建议。
Climate risk assessments shall follow a four-step process. First, conduct preliminary identification of climate risks through policy analysis, standards analysis, peer analysis, and analysis of business stakeholders, and compile a preliminary risk list. Second, conduct climate risk surveys by designing questionnaires based on the preliminary risk list and inviting business segments across the Company to participate, while taking into account factors such as the selection of survey respondents and the number and coverage of questionnaires. Third, assess climate risks based on the questionnaire responses, evaluating each risk in terms of likelihood of occurrence, degree of impact, and financial impact, and conduct an integrated analysis from both a company-wide and departmental perspective. Finally, consolidate and review the assessment results, rank the risks by priority, develop a climate risk matrix, and put forward recommendations for subsequent climate risk management.
有效识此外气象变动风险统一纳入《中国构筑风险恶素库》 ，形成气象风险清单。公司董事会审计与风险委员会定期监督蕴含气象变动风险在内的各项风险治理运行情况 ，持续推动气象变动风险评估有关工作。
All effectively identified climate change risks shall be incorporated into the CSCEC Risk Element Library to establish a climate risk list. The Audit and Risk Committee of the Company’s Board of Directors shall regularly oversee the operation of risk management processes, including those relating to climate change, and continuously advance climate risk assessment activities.
2.工程与资产气象韧性提升Enhancing Climate Resilience of Engineering Projects and Assets
结合构筑工程、矜持资产运营特点 ，针对性发展防汛、防风、抗旱、温控等气象适配刷新 ，优化工程建设尺度与运维规划 ，强化设备、基坑、场站气象防护能力 ，全面提升工程项目、矜持资产招架极端气象的抗灾韧性。
Taking into account the characteristics of construction projects and self-owned asset operations, implement targeted climate adaptation retrofits for flood prevention, wind resistance, drought resistance, and temperature control. Optimize construction standards and operation and maintenance plans, and strengthen the protective capacity of equipment, foundation pits, and sites and supporting facilities against climate-related hazards. Comprehensively enhance the resilience of engineering projects and self-owned assets to extreme weather events.
3.极端气象应急关环治理Closed-Loop Emergency Management for Extreme Weather Events
美满极端气象专项应急预案 ，常态化发展应急演练 ，严格落实极端气象预警响应、歇工避险、设备防护、隐患排查、灾后复盘优化全流程机造 ，筑牢气象安全运营底线。
Improve dedicated emergency response plans for extreme weather events and conduct emergency drills on a regular basis. Strictly implement a full-process mechanism covering extreme weather warnings and responses, work stoppages and hazard avoidance, equipment protection, hazard inspections, and post-disaster reviews and improvements, thereby safeguarding the Company’s operational safety against climate-related risks.
4.供给链气象韧性保险Strengthening Climate Resilience Across the Supply Chain
优化供给链布局 ，成立主题建材、关键设备备选供给商资源库 ，强化供给链气象风险预判与应急保险能力 ，躲避极端气象、气象政策改观引发的供货中断、物流碰壁等问题 ，不变产业链供给链运行。
Optimize supply chain configurations and establish a pool of alternative suppliers for key building materials and critical equipment. Strengthen the ability to anticipate climate-related supply chain risks and provide emergency support. Prevent supply disruptions, logistics bottlenecks, and other issues caused by extreme weather events or changes in climate-related policies, thereby maintaining the stability of industrial and supply chains.
5.气象转型机缘挖掘与转化Identifying and Capitalizing on Climate Transition Opportunities
系统研判气象转型带来的市场机缘 ，依附绿色建造、新能源构筑利用、低碳技术服务、绿色运维等新兴赛路推动业务升级 ，将气象机缘全面纳入投资评审与业务升级系统 ，实现风险可控、机缘可抓、转型可增效。
Systematically assess market opportunities arising from the climate transition. Drive business upgrading by leveraging emerging areas such as green construction, building applications of renewable energy, low-carbon technology services, and green operations and maintenance. Fully integrate climate-related opportunities into investment appraisal and business upgrading processes to ensure that risks are controlled, opportunities are captured, and the transition delivers efficiency gains.
全面对标《企业可持续披露准则第1号——气象（试行）》、TCFD、ISSB、GRI等国内、国际披露框架 ，系统化、规范化披露气象治理架构、战术适配、风险机缘、量化减排指标、气象财政影响、绿色转型功效等主题内容 ，满足国资委、上市公司、投资者及各利益有关方披露要求 ，提升公司气象治理通明度。所有对表气象披露资料尝试业务、法务、归口部门三沉合规审核 ，统一出口、规范颁布。
Benchmark against domestic and international disclosure frameworks, including the Sustainability Disclosure Standards for Business Enterprises No. 1—Climate (Trial), the Task Force on Climate-Related Financial Disclosures (TCFD), the International Sustainability Standards Board (ISSB), and the Global Reporting Initiative (GRI). Disclose key information on climate governance structures, strategic alignment, risks and opportunities, quantitative emissions reduction targets, climate-related financial impacts, and green transition performance in a systematic and standardized manner. Meet the disclosure requirements of the State-owned Assets Supervision and Administration Commission (SASAC), listed companies, investors, and other stakeholders, and enhance the transparency of the Company’s climate governance. All externally released climate-related disclosure materials shall undergo a three-tier compliance review by the relevant business units, the legal department, and the designated responsible department, with all external disclosures issued through a single channel and published in accordance with standardized procedures.
公司成立由董事长担任组长的碳达峰碳中和工作辅导幼组 ，掌管两全规划“双碳”工作的全局战术 ，并下设碳达峰碳中和工作幼组 ，向董事会汇报“双碳”有关议题 ，明确各层级职责分工 ，掌管全面推动“双碳”及有关工作 ；各二级机构明确“双碳”分管辅导、掌管部门及专职人员 ，构建从总部到子企业的多档次、全方位的责任落实系统。
The Company has established a Leading Group on Carbon Peaking and Carbon Neutrality, headed by the Chairman of the Board, to coordinate the overall strategic planning for the Company’s carbon peaking and carbon neutrality initiatives. A Working Group on Carbon Peaking and Carbon Neutrality has been established under the Leading Group to report to the Board of Directors on issues related to carbon peaking and carbon neutrality, clearly define the division of responsibilities across all levels, and comprehensively advance the Company’s carbon peaking and carbon neutrality efforts and related work. Each second-tier entity has designated a leader, a responsible department, and dedicated personnel for carbon peaking and carbon neutrality, thereby establishing a multi-level, comprehensive system for ensuring accountability from headquarters to subsidiaries.
公司健全查核评价与激励约束机造 ，将碳排放、能源亏损等双碳发展指标纳入所属单元经营查核、企划沉点工作及鼎新提升评价系统 ，成立季度督办、年度总结查核的常态化督导机造。各子企业凭据自身特点 ，进一步细化查核指标 ，将双碳工作纳入有关总部部门创新/挑战工作量化指标 ，设置量化查核指标与创新加分项 ，将双碳工作落实情况纳入巡察审计、离职审计沉点内容 ，厘清各层级、各部门工作权责 ，以刚性约束与精准督导推动双碳各项部署落地 ，层层压实绿色低碳发展责任。
The Company has improved its performance evaluation and incentive and constraint mechanisms by incorporating carbon emissions, energy consumption, and other indicators related to carbon peaking and carbon neutrality into the performance assessment of its subordinate entities, key tasks under corporate planning, and evaluation frameworks for reform and improvement. A regular oversight mechanism has been established, featuring quarterly progress reviews and annual performance summaries and assessments. Each subsidiary further refines its assessment indicators in line with its specific circumstances, incorporates carbon peaking and carbon neutrality initiatives into the quantified innovation and challenge targets of relevant headquarters departments, and establishes quantitative assessment indicators and additional credit for innovation. Implementation of these initiatives is also included among the key areas examined in inspections and audits, including audits conducted upon officials’ departure from office. By clarifying the responsibilities and authorities of all organizational levels and departments, the Company uses stringent accountability requirements and targeted oversight to ensure that all carbon peaking and carbon neutrality initiatives are implemented effectively and that responsibility for green and low-carbon development is firmly assigned at every level.
1.分层分类培训。面向治理层发展气象政策、双碳战术、风险治理、ESG披露专题培训 ，提升战术把控和两全治理能力 ；面向业务骨干和项目治理人员发展碳核算、低碳施工、应急措置、供给链低碳管控实操培训 ；面向一线作业及劳务人员发展绿色低碳、气象安全科普交底 ，实现培训全覆盖。

Summarize and promote the Company’s achievements and exemplary cases in low-carbon practices, establish industry benchmarks, and demonstrate the social responsibility and commitment to green development of a centrally administered state-owned enterprise. Promote green office practices, low-carbon travel, and resource conservation and energy efficiency in both production and daily life, fostering a corporate culture centered on green and low-carbon development.
